The institute was established in June 1964 under the name of Andijan Cotton Institute on the basis of the Andijan branch of the former Tashkent Institute of Irrigation and Agricultural Mechanization Engineers. Based on the decision of the President of Uzbekistan, the Andijan Institute of Agriculture and Agrotechnologies was established on the basis of the Andijan branch of the Tashkent State Agrarian University.

General management of all activities and employees of the department;
Drawing up work plans of the department and ensuring their execution;
Coordinating the activities of the official departments in the educational institution based on the purpose of the department;
Laws of the Republic of Uzbekistan on education, Presidential Decrees, Orders, Resolutions, Resolutions of the Cabinet of Ministers, National Personnel Training Program, Law on Education, Ministry of Information Communications and Technology Development of the Republic of Uzbekistan and Higher and ensuring the implementation of Board Decisions, orders, orders, instruction letters, modems and phonegrams of the Ministry of Special Education, as well as the orders of the Institute on personnel matters in faculties, departments, and departments;
Providing reports on personnel issues to the Ministry of Information Communications and Technology Development of the Republic of Uzbekistan and the Ministry of Higher and Secondary Special Education and other organizations that require reports;
To provide departments, faculties, and departments of the Institute with qualified and mature personnel based on the established documents;
Ensuring efficient use of personnel on site and keeping their records;
Analyzing personnel issues and making relevant proposals;
Drawing up documents related to personnel issues together with other department heads;
To ensure the preservation of personal documents of professors, assistants and other employees working at the institute, and students studying for master’s and bachelor’s degrees;
Assisting and supervising the preparation of information by the scientific secretary, determining the time of the selection of professors and assistants;
Organization of preparation of certificates and information for employees of the Institute;
Monitoring the correct maintenance of employee workbooks by the supervisors of the department;
Preparation of draft orders on hiring, firing, job changes of employees and introducing them to the management;
Controlling the storage and management of diploma forms obtained from the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan;
Control over registration of orders prepared by faculty deans;
Conduct appropriate control over the correct handling of documents by the office and archive of the institute;
Control of compliance by employees with labor discipline and internal labor rules of the Institute;
To ensure formalization of orders on financial incentives for employees and students in accordance with the established procedure based on the instructions of the institute’s management and relevant normative documents;
In agreement with the trade union, making proposals for the application of appropriate disciplinary sanctions due to employees’ violation of labor discipline, non-compliance with internal labor procedures of the Institute, cancellation of the employment contract concluded with them;
Ensuring timely and high-quality performance of tasks assigned to personnel department supervisors;
Controlling the movement of personal documents and student cards issued to each student, available in the department of work with students;
Agreed signing of the orders prepared by the deans of the faculty on the issue of students;
Ensuring the timely submission and control of all reports prepared by the personnel department;
Control over the timely delivery of personal documents of dismissed employees and students who have graduated;
To control the acceptance by the student department of the personal documents of the 1st year (bachelor) students and master’s trainees and those admitted to the second higher education every year by the admission commission;
To perform one’s official duties conscientiously and fairly.
