- establishing the realization of the laws of the Republic of Uzbekistan, decrees and orders of the President, the orders of the Supreme Soviet of the Republic of Uzbekistan and Cabinet of Ministers on education and preparing the staff;
- organizing the educational affairs on the basis of the state educational standards and supplying the training of skillful staff;
- providing the awareness of the complex of requirements on the content of knowledge and the degree of training due to the educational standards of the state by the deans of all faculties, heads of the departments and the pedagogical staff;
- establishing the accomplishment of the decisions of the Scientific Council and orders of the Rector of Andijan agriculture and agro technologies Institute on the questions of the accomplishment of the orders, decrees and directions of high Institutions;
- studying the development tendencies of the educational system of developed countries, working out the methods and means of accomplishing the tasks presented in the Law on Education, “National program of preparing the staff” and other laws on education;
- preparing suggestions and organizing the works on the activity;
- establishing, organizing and controlling the works of the departments and deans’ offices which provide scientific works and international relations;
- organizing scientific conferences, increasing the methodic council of AAAI and pedagogical skills, supervising the scientific works, generalizing and controlling the leading experiences;
- carrying out the general leadership of the scientific activity on preparing and publishing the materials of scientific works including journals and compilations of scientific works and fulfilling the fund of AAAI library with scientific periodical publications;
- Finding, selecting and talented youth, controlling the processes of working with them and helping them, preparing the candidates to the state scholarships as The President’s stipend, Navai, Beruni, Ulugbek, Zulfiya and others among the students and scientific researchers;
- Organizing and controlling the process of accepting to researching;
- Taking measures against the working staff who broke the labor discipline, preparing suggestions on cancelling the contract signed with them;
- Developing the content of education, preparing suggestions on establishing faculties, chairs in cooperation with foreign high educational Institutions in order to prepare specialist-staff on the basis of state standards;
- Establishing relations with foreign high educational Institutions, organizing and controlling conferences, symposiums, seminars;
- Accomplishing the works on scientific and international relations on developing the activity of AAAI by certain standards;
- Planning, organizing and controlling the organization of scientific, scientific-practical conferences and supplying the participation of professor-teachers of the Institute in other organizations and enterprises, assisting the establishment of scientific schools of AAAI and encouraging any type of effective scientific activity;
- Providing the preparation of high skillful scientific pedagogical staff by developing the Master’s degree department, department of scientific researchers or senior scientific staff of AAAI and assisting in gaining scientific degrees by Institute’s teachers and opening specialized soviets;
- Participating in organization and confirmation of the investigational part of foreign scholarships with the department of international relations, accomplishing all types of scientific works, projects and scholarships, carrying out the monitoring of organizing scientific conferences, forming and presenting all necessary report for high educational establishments;
- Creating the necessary financial technical base for developing the scientific activity of AAAI, supplying it with necessary facilities and techniques and organizing the process of controlling;
- Supplying the development of the scientific electronic journal “Life sciences and agriculture” of the Institute.
