About ”Вenefits provided to women in the system of postgraduate education”

As it is known, systematic continuation of reforms is being carried out in the republic to protect the rights and legitimate interests of women, increase their economic, social and political activity, health protection, vocational training and employment, broad involvement in entrepreneurship, social support for women in need, ensuring gender equality, as well as ensuring gender equality the fact that girls receive a good education and acquire a profession is one of the problems that always worries the president of our country.

In particular, a program to support women’s education for 2022-2026 was developed. Within the framework of the program, a separate textile industry university will be established in the capital on the basis of a public-private partnership for training mainly women. With the participation of cotton and silk-weaving clusters, technical schools of the university will also be opened on the ground.

In addition, in order to significantly increase the share of women scientists in our society, at least 300 target quotas are allocated to women in doctoral studies every year.

In order to ensure the implementation of the above, on July 16, 2022, a letter No. 02-10/3963 from the Ministry of Innovative Development of the Republic of Uzbekistan was sent to the Ministry of Finance of the Republic of Uzbekistan and the Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan. The letter states that in accordance with the resolutions of the Cabinet of Ministers of the Republic of Uzbekistan dated May 22, 2017 No. 304, July 19, 2019 No. 606, November 6, 2020 No. 696 from ministries, departments and organizations in whose system there is a scientific organization or educational institutions, a single electronic system (phd.mininnovation.uz) from the need for personnel with an academic degree in electronic form through from next year-trainee researcher in certified areas, basic doctoral studies, reasonable proposals on the target basic doctoral studies and the target quota for admission to doctoral studies were received and summarized.

Pursuant to paragraph 3.13 of the Decree of the President of the Republic of Uzbekistan dated March 7, 2022 No. PF-87 from ministries, departments with scientific and educational organizations in the system, institutes of postgraduate education received 300 applications for the target admission quota for women.

At the same time, in paragraph 16 of  Protocol No. 34 of the video conference held under the leadership of the President of the Republic of Uzbekistan on June 16, 2021, when approving admission quotas from the state budget, to increase by 2 times from 2022 the admission quotas allocated to basic doctoral and doctoral studies, followed by an annual increase of 50%, as well as in accordance  with the decrees, resolutions of the President of the Republic of Uzbekistan, tasks, Accounting of resolutions, instructions of the Cabinet of Ministers is provided.

The distribution of  300 target quotas for women for doctoral studies in higher educational institutions of the republic has also been approved. In accordance with it, the Andijan Institute of Agriculture and Agrotechnologies allocated 5 target quotas for basic doctoral  studies of the postgraduate education system for women.
