On March 16, 2020, the President of the Republic of Uzbekistan signed the Law of the Republic of Uzbekistan “On Population Registration”. This law is the first legal document in the history of Uzbekistan to comprehensively regulate relations in the field of population registration. Until now, there was no document in our legislation in this area.
The law was developed in accordance with the Decree of the President of the Republic of Uzbekistan No. PF-5655 of February 5, 2019 “On approval of the Concept of population registration in the Republic of Uzbekistan.”
In drafting the law, the basic principles and recommendations of the United Nations and the European Conference of Statisticians on the census were used as a basis. The experience of the Commonwealth of Independent States, Asian and European countries, including the Russian Federation, Belarus, Ukraine, Azerbaijan, Kazakhstan, Tajikistan, Kyrgyzstan, South Korea, India, the United Kingdom, France, Germany, the United States, Canada and others, was also studied. , was used in the drafting of the bill.
The law consists of five chapters and thirty-one articles, which explain the purpose, basic concepts, tasks and principles of the census. One of the main principles is the principle of periodicity, that is, the census should be conducted at least once every ten years, and the decision on the census should be made by the President of the Republic of Uzbekistan.
During the census, personal information is completed individually for each respondent on the basis of registration forms approved by the Cabinet of Ministers, ie the registrants go from house to house and fill in for each respondent separately.
