REGULATION OF THE DEPARTMENT OF INTERNATIONAL COOPERATION

 I. General rules

1.1. International cooperation department (hereinafter referred to as the department) is a structural unit of the Andijan Institute of Agriculture and Agrotechnologies.

1.2. In its activities, the department complies with the Constitution and laws of the Republic of Uzbekistan, decisions and other documents of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, decisions and orders of the President of the Republic of Uzbekistan, decisions and orders of the Cabinet of Ministers, higher education, science and adheres to the decisions and orders of the Board of the Ministry of Innovation, the decisions and the Charter of the Council of the Institute, the orders of the Rector of the Institute and this Regulation.

1.3. The department coordinates the cooperation activities of the institute and its constituent units, professors, teachers, and employees with foreign countries, including foreign higher education institutions and centers.

1.4. In order to coordinate and control the formation, development and strategy of the institute’s international relations, an international relations council will be established under the chairmanship of the institute’s rector.

1.5. The composition, duties and functions of the Institute’s International Cooperation Council, as well as rights and obligations are regulated in accordance with a separate Regulation.

1.6. In the implementation of its activities, the department cooperates with all structural units, faculties, departments of the institute, as well as with foreign higher education institutions and centers.

 II. Tasks and functions of the department

    • The department performs the following tasks:

2.1.1. On the basis of the agreements signed by the Institute with educational institutions and educational centers of foreign countries, it develops an international cooperation strategy and defines its main directions;

2.1.2. Makes appropriate proposals for the development and improvement of international relations to the Institute’s International Cooperation Council and its chairman;

2.1.3. Develops drafts of cooperation agreements of the institute with foreign educational institutions, centers and other relevant organizations and makes recommendations on their formalization;

2.1.4. To receive a list of candidates for the competitions of the “El-Yurt Umid” Foundation under the Cabinet of Ministers of the Republic of Uzbekistan, as well as other non-governmental organizations, to the management of the institute recommends to go out rib;

2.1.5. The Institute coordinates the general activities of the faculties, departments and divisions in the implementation of educational and methodological programs offered by foreign countries and non-governmental and international organizations, taking into account the characteristics of the socio-economic development of the country, and participation in projects aimed at the implementation of scientific research;

2.1.6. The institute helps faculties, departments and units to implement educational projects with foreign partners;

2.1.7. They help to attract scientists, professors and specialists of foreign countries to the educational process of the institute and to carry out educational-methodical and scientific-research works in cooperation;

2.1.8. Summarizes reports on foreign service trips of professors and teachers of the institute and presents them to the Council of the institute for discussion;

2.1.9. Foreign trips of the President of the Republic of Uzbekistan in 2014 Resolution No. PQ-2142 dated March 5, “On measures to improve the procedure for the departure of officials to foreign countries”, the Cabinet of Ministers of the Republic of Uzbekistan dated February 06, 2014 “Measures to improve the procedure for citizens of the Republic of Uzbekistan to go abroad” 24 and relevant letters of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan;

2.1.10. Makes and implements proposals for the organization of activities in other areas of international cooperation.

  • The department performs the following functions in order to fulfill the tasks assigned to it:

2.2.1. Participates in the establishment of international cooperation of the institute with foreign higher education institutions and educational centers;

2.2.2. The Institute helps professors and teachers participate in competitions announced by educational institutions, centers, foundations of foreign countries, including international organizations and foundations;

2.2.3. The management of the institute, professors and teachers, implements appropriate measures to ensure that their students can improve their skills in educational institutions and centers of foreign countries, participate in training courses;

2.2.4. Organizes round-table discussions and meetings with representatives of foreign countries, professors and teachers who have visited the institute;

2.2.5. Performs other functions in accordance with legislation.

 III. Rights and obligations of the department

  • The department has the following rights to perform the tasks assigned to it:

Faculties of the institute, materials and information necessary for the analysis and preparation of issues considered by the Council of the Institute and related to the effective establishment of mutual cooperation between the Institute and foreign educational institutions, receiving and requesting from departments, other structural units and other bodies and organizations in the prescribed manner;

3.1.2. Collection of documents and information necessary for signing bilateral and multilateral memorandums and agreements with foreign partners;

3.1.3. Recommending and making suggestions regarding the study of professors and students of the institute in foreign educational institutions and centers, training, internship, conducting scientific research and organizing international scientific-practical conferences in cooperation;

3.1.4. Recommending the list of candidates to be sent for education or training in foreign educational institutions and centers for discussion by the international relations council of the institute;

3.1.5. To request reports from employees, professors and teachers who have been on a foreign trip within the framework of agreements, memorandums signed between the institute and foreign state educational institutions, and other areas of international cooperation, in accordance with the established procedure.;

3.1.6. He may have other rights in accordance with the legislation.

  • The department’s responsibilities include:

3.2.1. Ensuring the fulfillment of the terms of the agreement and memorandum concluded between the Institute and foreign educational institutions and centers;

3.2.2. Submitting reports and other information related to international relations of the institute to the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan in accordance with the established procedure;

3.2.3. To include in the discussion of the Board of the institute the relevant reports of the employees and professors of the institute who have advanced their skills in foreign educational institutions and centers or participated in training courses and seminars;

3.2.4. Assisting institute employees, professors and teachers who go on a foreign trip in accordance with the proposals of foreign educational institutions and centers in drawing up documents;

3.2.5. Providing information on the international relations of the institute and its constituent units to the management of the institute promptly;

3.2.6. May have other obligations in accordance with legal documents.

 IV. The composition of the department

V. Department management

5.1. The management of the department is carried out by the head of the department, who is appointed and dismissed by the order of the rector of the institute based on the employment contract.

5.2. A person with a higher education and a perfect knowledge of a foreign language can work as a department head.

5.3. The Head directs the activities of the Department and acts on its behalf.

5.4. All documents to be processed are personally signed by the head of the department and the rector of the institute or the corresponding vice-rector according to his assignment and confirmed with the seal of the institute.

5.5. The head of the department is personally responsible for the performance of the tasks assigned to him.

VI. Organization of department activities

6.1. The work of the department is organized in accordance with the instructions of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, the rector of the institute, the relevant vice-rectors, as well as the relevant work plans of the institute, the work plans of the department, and the personal work plans of the head and coordinator.

6.2. The work plan of the department is formed based on the relevant work plans of the institute and the tasks assigned to the department.

6.3. The work plan of the department and the personal work plan of the head of the department are approved by the rector of the institute or the corresponding vice-rector according to his assignment.

6.4. The personal work plan of the head of the department is agreed with the head of the department and approved by the relevant vice-rector.

6.5. The activity of the department to ensure the systematic monitoring of the implementation of the decisions, orders, decisions of the Council of the Institute and the rector’s orders, assignments, assignments of the vice-rectors of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan is complex in accordance with the relevant work plans. organized by conducting studies, as well as by listening to reports at meetings held under the leadership of the Council of the institute and the rector.

VII. Termination of the department

Termination or reorganization of the department is carried out based on the order of the rector.
